
Below is the exact text of the Scope of Work which the Island County Regional Transportation Planning Organization (IRTPO) is working with. The Government point of contact at the IRTPO is Susan Driver.
SCOPE OF WORK
1) Project Administration (IRTPO Planner)
2) Data Gathering (IRTPO Planner lead with consultant support)
a. Locations of existing charging stations
b. Types/speeds of existing charging stations
c. Types/speeds of available charging stations
d. Companies/ organizations that sell/install charging stations
e. Infrastructure needed to support charging stations by type
f. Costs of charging stations by type, including infrastructure development
g. Status of technology - is it still in flux - how do we plan for the long-term?
h. Gather examples of other local agency programs
3) Analysis of municipal fleets and feasibility of partial transitioning to EV (Consultant with TAC support)
a. Island County
b. City of Oak Harbor
c. City of Langley
d. Town of Coupeville
e. Port of Coupeville
f. Port of South Whidbey
g. Island Transit (fleet vehicles other than buses)
h. NAS Whidbey
4) Coordination with potential charging station hosts (Consultant lead with IRTPO Planner Support)
a. Public agency
b. Private business
c. Non-Profit tourism or economic development group
5. Public Outreach (Consultant lead with IRTPO Planner support)
a. Mini-EV transportation fairs in OAK HARBOR, Coupeville, Freeland, Langley, Greenbank, and 2-3 sites on Camano
b. Public comment cards (surveys) for transportation fairs
c. Posters and handouts for transportation fairs
d. Pens, post-it-notes and large-scale maps for transportation fairs.
e. Additional comment cards to be delivered to local town halls and libraries for those unable to attend transportation fairs.
6) Review of existing building and development codes (consultant)
a. Building, zoning, and use chart language research for all municipalities within Island County
b. Review of RCW 19.27 & 19.28
c. Review of International Building Code
d. Search for EV infrastructure building and development code in other jurisdictions that may be useable for Island County municipalities
7) Coordination with planning and building departments of all municipalities (Consultant)
a. Creating appropriate code language for member municipalities to adopt
8) Coordination with public works departments on infrastructure needs (Consultant)
a. Sharing design and infrastructure development specs with all member municipality public works departments
9) Mapping (County if availability or alternate additional task for consultant)
a. Map existing EV charging stations with detail of type and speed
b. Map proposed / preferred locations and types of additional charging stations based on public agency input
10. Policy Statement (Consultant lead with IRTPO Planner support)
a. Coordinate with IRTPO TAC and Executive Board on policy during the course of the project.
b. Draft an Electrification of the Island Region Policy Statement
c. Review policy draft with TAC
d. Prepare draft Policy Statement for Executive Board
e. Adopt the IRTPO Policy Statement on Electrification of Vehicles in the Island Region
Expected Deliverables / Results:
1. Detailed map of existing charging opportunities in Island County and nearby gateway points (Stanwood, Mukilteo, Port Townsend, Anacortes)
2. Proposal for new sites for charging station infrastructure
3. Island County EV Coalition (perhaps as an ad-hoc community group, a committee of the EDC or RTPO, or a stand-alone non-profit.)
4. Revisions to County planning and building codes to allow for and promote electric vehicle charging stations
5. Funding proposal for development of future charging stations (public/private partnerships, grants, commercial investment)
6. IRTPO Policy Statement on Electrification of Vehicles in the Island Region
